If the PR failed by one check in Travis CI then the PR is not able to review / merge?

nope it can still get merged, CI gets flaky sometimes

So I've been hearing from more and more people with travis problems

I think we should start working to migrate as many jobs as possible off, especially if we can get support for more OS and CPU combinations (Windows, FreeBSD, ARM, ...)

I have Azure pipelines hooked up for one job; Cirrus CI has FreeBSD and Windows support (free for OSS), and there's another one I forget that has ARM 32 and 64

We could pare down how many jobs we run; we're being exhaustive with separate runs for both interpreters and the JIT
