this may be a throwback to when we didn't have mavengems working nicely and they had to be fetched each time

full mvn build goes from 26s to 33s on my system... I think 7s is not a big deal to ensure the default gems are all properly installed

we have a good corpus of tests for the two interpreter modes at this point so I don't feel it's necessary to explicitly test all of MRI on both

I will modify the "int" runs to use threshold=1 so anything running twice will hit both startup and full interp
